How can I make a accurate pet rocket that hits a 60m target?

We are having a pet rocketry competition. We have a accuracy test. How are we suppose to construct a precise yet light pet rocket equipped with a parachute?
It is supposed to be a 45 degree launch, wind speed is unpredicted, temperature is about 32. The target is 60m away from the hand-pump launcher. The rocket is propelled with just water and air, and the launcher is fixed on a tripod. The rocket should fly to about ten storeys. The rocket is made up of two 1.5 litre bottles

lots of stuff you left out there. How high must it go to be a valid launch? What size of rocket motor are you using? How large is the rocket (mass). Will there be wind? (inside/outside) Will you be making the rocket motor, or will it be a store bought motor? Is it a vertical launch, or a horizontal launch. give more details

Your additional information helps a lot. The rocket system your talking about is inherently inaccurate. With that type of "rocket" the major variables are the weight at takeoff (water + mass of the rocket) and the amount of pressure that you put into the system. There are a lot of smaller variables (such as shape of the rocket, air temperature, humidity to list a few ) but for such a gross rocket only the big ones will really make a difference. What this all boils down to is experience, your gonna have to shoot the thing off a few times to get any kind of idea as to where it will go.

IE: with 2 pounds of water and 100 psi of air the rocket travels xx feet.... with 2 pounds of water and 110 psi of air the rocket travels xx+x feet.. over and over.

obviously if you want to win the accuracy contest, go last. Observe the other rockets and see how they preformed and base your launch off of launches that you have seen.
